It definitely tends to slow down drivers and I have never felt anxious about my 5 children riding their bikes or walking to the Plum Grove pool as youngsters. 
Slowing the speed to 20 m.p.h. would be a sensible idea since traffic has increased over the years.
Cutting even a single tree would be tragic.
