The bridge and the road were fine for almost 60 years. What has changed now that will require such a drastic plan to re-design the road and the bridge? Nothing.

Sounds like our governing bodies do a poor job of managing our roads and bridges if $100 K was spent on studying the sitation and proposing a re-build of the road and bridge, especially without competing bids!    Does this not make one suspect of too comfortable of a relationship between the road authority and the contactor?
